MANILAspingold, Philippines — Typhoon Ofel (international name: Usagi) is expected to bring heavy rains to parts of Northern Luzon from Wednesday, November 13, until Saturday, November 16, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).
In a heavy rainfall outlook released Wednesday, Pagasa warned of moderate to heavy rains in Cagayan and Isabela from Wednesday noon to Thursday noon.
These areas may see rainfall amounts ranging from 50 to 100 millimeters (mm), which may lead to localized flooding in urban areas, low-lying regions, and places near rivers, according to the state weather bureau.

Pagasa cautioned that intense to torrential rains could lead to widespread severe flooding and landslides.

In Pagasa’s latest weather bulletin, Typhoon Ofel was located around 485 kilometers east-northeast of Daet, Camarines Norte, or 610 km east of Infanta, Quezon and moving northwest at 20 kph.
It carries maximum sustained winds of 120 kilometers per hour (kph) near the center and gusts reaching up to 150 kph.
